Direct Supervisor: Head of the Governance Unit and the Sr. Deputy Resident Representative (Programme)



Background While the reform era has brought new opportunities
for Indonesia to develop a more equitable and transparent justice system, many key problems remain.

UNDP is committed to addressing Indonesia’s access to justice and justice sector reform challenges, as part of its broader focus on
support to Indonesian governance reform and poverty alleviation.

In cooperation with a wide range of partners, including government, non-governmental organizations and academia, an Access to Justice
project is currently underway, which will provide key knowledge, recommendations and support to both government bodies and community-level actors engaged in the justice system.

The project, currently in the assessment stage, will be followed by a period of intensive project design and piloting new approaches to promoting citizen’s access to justice.

A project of support to improve public access to information, increase public participation in the legislative process, and enhance transparency
within the Ministry of Justice is currently in its design phase.

UNDP Indonesia is seeking to recruit an Access to Justice and Justice Sector Reform Adviser on a part-time basis to undertake the following:

Duties and Responsibilities

Support and provide assistance to practitioners working on access to justice and legal reform related projects at UNDP country level to
ensure sound implementation of these projects.
Advise UNDP Indonesia on the strategic direction of UNDP Access to Justice and Justice Sector Reform initiatives, programme development
and programme frameworks.
Review and analyze outcomes of the access to justice assessment and provide inputs into the development of a longer-term access to justice
programme to be supported by UNDP.
Provide analysis on Indonesia’s justice sector reform progress and advise on strategic entry points to influence policies at national level, and ensure their linkages and appropriateness to local
level initiatives. Conduct analysis on evolving Government procedures, needs and trends and identify key support areas for UNDP.
Monitor local, national, regional and global trends on policies and development issues relating to access to justice and justice sector reform; identify and report on issues of national and regional importance on these topics; maintain a network of working contacts in this field.
Foster and maintain strategic partnerships with Government and Donors working on justice reform related issues. Support UNDP resource
mobilization efforts.
Provide advice, support and technical assistance to other projects within UNDP Indonesia.
